Because gender inequality can be a constraint to economic growth and poverty reduction, Millennium Challenge Corporation (MCC) has identified gender and social assessment as an agency priority.
The contract will be for a Personal Services Contractor (PSC). As defined by FAR 37.104, a personal services contract is characterized by the employer-employee relationship it creates between the Government and the contractor personnel. Thus, the PSC is subject to the relatively continuous technical direction, supervision, and control of the MCC. PSCs may be assigned inherently governmental duties (FAR 7.502).
This position is located in the Department of Compact Operations (DCO). The incumbent serves as Director of Social and Gender Assessment within the Social and Gender Assessment (SGA) group in the Technical Services Division of DCO. Led by the Senior Director for Social and Gender Assessment, the SGA group performs technical tasks related to the development, assessment, management, oversight and evaluation of large-scale international development projects (current countries include Georgia, Cape Verde, and Zambia).
The contractor serves as a Director, responsible for providing senior-level social and gender assessment technical support on compacts with specific countries both in development and implementation, as well as, contributes to practice-related tasks that are not country specific.
