Synopsis/Solicitation N0017818R0305 is issued as a Request for Proposal (RFP). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a brand name mandatory basis for Kongsberg Geospaial LTD., 411 Legget Dr. Suite 400, Kanata ON, K2K 3C9, Canada, for InterMAPhics Warranted Runtime Licenses (Part Number: IMWRT5) as noted in the attached Standard Form (SF) 1449 - Solicitation for Commercial Items document. Kongsberg Geospatial LTD. is the original manufacturer of the required software and this specific software has been found to meet all requirements that will allow NSWCDD personnel to test and certify certain computer programs for use in fleet and land-based test sites as needed for specific programs. If the end users had to switch to another manufacturer's software, it would result in substantial duplication of costs to the government and additional time to train on the new software.

Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
