Naval Air Systems Command (NAVAIR) intends to negotiate a firm fixed price, sole source modification under contract N00019-10-C-0007 with Rockwell Collins-ESA Vision Systems (RCEVS) LLC of Fort Worth Texas for interim support of the Night Vision Cueing and Display (NVCD) Systems and associated support equipment.  The estimated period of performance for this effort is twelve (12) months.

As the designer, developer, and OEM for the NVCD, RCEVS is the only company that has the ability, resources, technology, and documentation necessary to perform the required support.  The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
