This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation number 20054921CF is issued as a Request for Proposal (RFP).  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-44.  This requirement is a small business set-aside.  The NAICS code is 611519 and the size standard is $5.0 million.  The Statement of Work, including the four (4) training locations is attached to this combined synopsis/solicitation.  Also attached are the Office of Domestic Preparedness (ODP) Information Bulletin and the submission requirement for technical acceptability.  This will be a low cost/technically acceptable award.  The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and statement regarding any addenda to the provision.  Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer.  The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.  Offers are due No Later Than Wednesday, July 28, 2010, 5:00 p.m., EDT.  For additional information or questions, email Carol A.
