The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement with the Bell Boeing Joint Program Office on an other than full and open competitive basis. The order will provide for a Life-of-Type buy for certain enumerated obsolete Intercommunications Station Control (ISC) parts. Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the aircraft.
