The training will consist of two (2) three (3) day interactive diversity training classes on Unconscious Bias for members of the Diversity and Inclusion Council of Employees (DICE) Cohort 2 and members of the Office of Minority and Women Inclusion (OWMI). The training will provide new skills in decision-making, building inclusive teams and cultures, intercultural communications, and increasing employee engagement. This requirement will be negotiated on a sole source basis under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1(b)(1)(i).
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals however, all proposals received within fifteen (15) days after date of publication of this NOCA will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
