INTENT TO SOLE SOURCE Primo Software Upgrades
The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to Ex Libris (USA), Inc. 1350 E Touhy Ave, Ste. 200E, Des Plaines, IL 60018-3307 for the purchase of Primo Software Upgrades. The North American Industry Classification System (NAICS) Code is 511210 and the small business size standard is $38.5 M.
Description of the Requirement: The Muir S. Fairchild Research Information Center (MSFRIC) requires an annual software maintenance contract for Primo Software Upgrades from the Ex Libris (USA), Inc. Ex Libris (USA), Inc. holds proprietary rights to these software products and retain the exclusive trademark, copyrights, trade secrets and/or patent rights. Minimum requirements are for basic on-call software upgrades via toll free telephone number, email or web, to include bug/software problem fixes, software enhancements, upgrades, and revisions, with associated documentation, technical assistance and diagnostic support.
IMPORTANT NOTES:
1.This is not a request for quotes and no solicitation is available.
2.A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
3.Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary.
4.Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents.
5.Oral submissions of information will not be considered in response to this ISS.
This sole source procurement is under the authority of FAR 13.106-1(b). This will be a firm-fixed price contract for a base period of performance of 30 Sep 2019 - 29 Sep 2020 plus four (4) one-year option period.
To assist the Government in determining if this acquisition is available for competition, please provide the following information:
