The Marine Corps Systems Command (MARCORSYSCOM), Program Manager – Training Systems (PM TRASYS), Orlando, FL intends to award a sole source contract to Meggitt Training Systems, Inc. (MTSI), 296 Brogdon Road, Suwanee, GA 30024 for a quantity of up to 434 Indoor Simulated Marksmanship Trainer (ISMT) Focal Length Adapters (FLAs) to support Rack B Shipboard ISMT systems and corresponding ISMT simulated weapons. The Marine Corps ISMT is the only system that engages targets past 300 yards.  Therefore, an FLA is required to be integrated into the ISMT Rack B when utilizing the ISMT system shipboard weapons to meet Marine Corps long range marksmanship training requirements in a simulated environment.  Estimated costs to support non-recurring engineering efforts and FLA quantities is estimated at $975K.

MTSI is the only source that is currently capable of providing the required FLAs and successfully integrating the FLAs into the ISMT Rack B shipboard variant without causing unacceptable delays in meeting the Marine Corps’ long range marksmanship training requirements in a simulated environment.  Furthermore, MTSI developed the ISMT Rack B shipboard variant under contract M67854-15-D-7801, which was competed pursuant to FAR Part 15 under solicitation M67854-13-R-7815.  The Government does not possess the necessary intellectual property rights in the ISMT Rack B shipboard variant to provide to the marketplace. This MTSI intellectual property is required to provide the FLAs and successfully integrate the FLAs into the ISMT Rack B shipboard variant including, but not limited to: the Interface Control Document (ICD); Interface Design Description (IDD); Software Requirements Specification (SRS); Software Design Description (SDD); and Software Product Specification (SPS).

The applicable NAICS code is 333999, All Other Miscellaneous General Purpose Machinery Manufacturing, with a size standard of 500.

This notice of intent is not a request for competitive proposals; no solicitation is forthcoming.  The determination not to compete this contract action is solely within the discretion of the Government.
