The Muir S. Fairchild Research Information Center (MSFRIC) requires access to a database of current and historical military newspapers. Newsbank's "Access Military, Government & Defense" database provides the necessary access with extensive full text coverage to periodicals such as Air Force Times, Navy Times, Marine Corps Times, Armed Forces Journal and Defense News. It is a searchable full text database with current and archived articles focusing on military, government and defense news, issues, strategies, careers, benefits and training. To compliment these necessary resources, "Access Military, Government & Defense" includes Federal Times, the site that government managers rely upon for news and information about managing their staffs, the latest technology, and financial and career decisions.
MSFRIC's mission is to support resident and online courses taught at Air University (AU) schools including Air War College, Air Command Staff College. School of Advanced Air & Space Studies, Blue Horizons and the Senior Noncommissioned Officer Academy. This database is a valuable resource for AU faculty and students conducting academic research. Students need access to this vital information contained in "Access Military, Government & Defense" for courses covering topics in leadership, evolution of air power, strategy in politics and war as well as military theory. This resource will help enable our students to fulfill their mission to support academic research at AU.
IMPORTANT NOTES:
1. This is not a request for quotes and no solicitation is available.
2. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
3. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary.
4. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents.
5. Oral submissions of information will not be considered in response to this ISS.
This sole source procurement is under the authority of FAR 13.106-1(b). This will be a firm-fixed price contract for a period of performance of 1 Oct 2018 to 30 Sep 2019 (Base Year + Four 1-Year Options).
To assist the Government in determining if this acquisition is available for competition, please provide the following information:
