Pursuant to the authority of FAR 13.106-1(b) (1) (i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Department of Health and Human Services (HHS) Agency for Healthcare Research and Quality (AHRQ) has a requirement to convene a Roundtable workshop on how health care providers engaged in the treatment of life-threatening illness or end-of-life care (e.g., hospice, home health, palliative care, and mental health) can meet the health literacy needs of patients and their caregivers. The Government intends to negotiate on a sole source basis with "The NAS/IOM Roundtable" for this requirement.

The goals of the workshop are to:

1) Learn about special challenges in obtaining understandable and actionable information and making informed choices in the treatment of life-threatening illness or end-of-life care
2) Share tools that are useful in implementing specific health literacy strategies,
3) Create a network of health literacy implementers that can share information about health literacy innovations and problem solving,
4) Establish lines of communication between health literacy implementers and Roundtable members, and
5) Inform the Roundtable and its members about needs of health literacy implementers in order to inform future Roundtable activities.
