NOTICE OF INTENT TO AWARD SOLE SOURCE: The Operational Contracting Squadron at Hill AFB, Utah intends to award a sole source basic + 4 additional option years contract to the Wolf Creek Foundation. (cage code 69ZU5), 3923 N. Wolf Creek Dr. Eden, UT 84310. The Wolf Creek Foundation will be the host of the AEF retreat. The AEF Retreat is a Chaplain led program; the event is a 3 day, 2 night retreat designed to help Team Hill Airmen and their families survive and thrive in the entire deployment process. In particular, the retreat will help connect spouses to each other and their squadron support systems, organize helping agencies into a single and comprehensive deployment care system, provide opportunities for the deployer to create shared memories that will relieve stress (pre-deployment), retain support (mid-deployment), and restore hope (post-deployment), and educate everyone on how to strengthen, sustain, and find success in all of their important relationships. The retreat will be held bi-annually, and dates will be negiotated prior to retreat.
The close proximity of Wolf Creek allows non-deployers to join with deployers in their squadron during the retreat, connecting spouses and families of deployers with squadron support systems and personnel who can provide substantive support to those experiencing extended separation and single parent family status. All other potential retreat centers are 1 ½ hours from Hill AFB.The retreat has been deemed a mission essential support activity for 75 ABW personnel by the Wing Commander. It must, therefore, remain local as an alternate duty location. In addition, the local proximity allows for professionals within critical base agencies to participate as part of their "duty day." This unique status and local access also ensures the sustainability of the program by making it available to Hill AFB volunteers. The size and scope of this retreat requires the use of many facilities without advanced deposit. Wolf Creek is the only known retreat center willing to waive or cover all deposits required to make reservations. This is essential as the government cannot make non-refundable deposits, and advanced reservations must be made to accommodate up to sixty families each retreat across a wide spectrum of units across the base. Wolf Creek is the only known retreat center willing to set aside a large number of units or properties with no charge for those units used for the retreat. Wolf Creek Resort's unique facilities provide the versatility needed to accommodate the required training for this retreat.
The
Contractor shall reserve and secure the use of the following facilities to accommodate as many as 200 attendees and volunteers for the retreat:
1. Meeting Facilities
2. Dining Facilities
3. Lodging Facilities
4. Worship Facilities
5. Childcare Facilities
6. Speakers
7. Off-site Activities
8. Photographers
9. Volunteers
10. Event management
In addition, Team Hill AEF Family Retreats shall be physically located in the counties of Weber, Davis, or Salt Lake for ease of transportation for attendees, volunteers, and Air Force and Team Hill leaders.
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Wolf Creek foundation under the authority of FAR 13.106-1(b)(1)(i).
This notice of intent is neither a request for competitive quotes nor a solicitation for offers. However, all responses for the Family Retreat received by the closing date and time of this Notice of Intent will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
