Department of Homeland Security/Immigration and Customs Enforcement intends to negotiate and award a sole source delivery order with SRA International under the authority of FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required.  This award will be a Firm Fixed price delivery order against the SRA Federal Supply Schedule contract, GS-07F-0475V, for a base period plus the potential of three options for the purpose of providing maintance, database access, and software updates for SRA proprietary ICE GangNet 8.0 software used by the HSI National Gang Unit on a nationwide basis.

This will be the only notice of the Government's intent to negotiate and award to one source.  The award shall be made prior to September 30, 2014.  This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
