NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- The Contracting Office at the Portland Air National Guard, under the United States Property and Fiscal Office for Oregon (USPFO for Oregon), intends to solicit and award a sole source contract to Peterson Resources, LLC for servicing the Oregon Army National Guard's (ORANG) to provide Inflatable Stormwater Pipe Plugs. Peterson Resources, LLC is the sole manufacturer of these products and owns all patent rights to the parts and products. Peterson Resources, LLC will provide the required plugs, which must be made of reinforced viton with extraction harnesses in sizes that will inflate to plug a 54" pipe diameter and deflate to 12". The plug must be compatible with these existing supporting hardware manufactured by Peterson Products: inflation attachments using compressed air, safety gauges, safety pressure relief valves, deflation device, and alarm device for low pressure according to their design. This sole source requirement meets the conditions of FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. Peterson Resources, LLC is the only known source that can provide the necessary equipment and builds required.

Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 332999 and the Small Business size standard is 750 employees based on average annual receipts. This will be a firm fixed price contract. The acquisition includes the fabrication/manufacture of the following: Inflatable Pipe Spill Plug Made from Reinforced Viton with Extraction Harnesses in Size that Will Inflate to Plug 54" Pipe Diameter and Deflate to Almost 12" Diameter.

The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may contact the USPFO for Oregon via e-mail at [email protected] and be considered by the government. If no responses are received by 1:00 p.m. Pacific Standard Time, 4 August 2017, a Sole Source contract will be pursued with Peterson Resources, LLC.
