The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with FiscalNote, Inc (1201 Pennsylvania Ave NW STE 600 Washington, DC 20004 and 079172221)
The FBI has a need for an online platform providing current information concerning Executive Branch and congressional leaders and staff (Leadership Directories) and information on congressional activities that impact FBI equities. OCA requires objective facts and analysis in regard to the coverage of elections and the political and policy implications of legislation and regulatory policy.
This product is used daily by OCA staff to ensure up-to-date knowledge on congressional activity in order to respond to inquiries from the FBI’s senior leadership.

Based on market research, and Government end-users, it has been determined that FiscalNote, Inc is the sole supplier of the CQ Federal and FiscalNote online platforms and no other legislative tracking and policy analysis subscription service is capable of satisfying OCA’s requirement.
This notice will be distributed solely through the General Services Administration’s beta.SAM.gov website (www.beta.SAM.gov). Interested parties are responsible for monitoring the beta.SAM.gov site to ensure they have the most up-to-date information about this acquisition. The FBI intends to negotiate with only one source under the authority of 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested parties may identify their interests and capability to respond to this requirement to the attention of Cheyenne Daniels, email address: [email protected]@fbi.gov by (April 6, 2021 (12:00 pm CST). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
Vendors must be registered in SAM, effective April 6, 2021 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is “active,” updated, and accurate by the response time of this posting, or your quotation will not be included in the competitive range. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
