The U.S. Department of Agriculture (USDA), Foreign Agriculture Services, intends to award a sole source fixed price award to Kingsman. The purpose of this award is for a twelve (12) month subscription to the Kingsman Bioethanol Level 1. This subscription includes daily bioethanol news, economic research, fundamental analysis, weekly global bioethanol reports and access to online historical archives. Kingsman provides extensive international information on global Ethanol Biofuels markets and methods to help bridge that knowledge gap. The newsletters and pricing data helps to track market developments that can assess implications worldwide to include major biofuel importing and exporting counties providing a one stop location for pricing information. Authority for this sole source procurement is under 10 U.S.C.2403 (c) (1) as implemented in FAR 6.302-1(iii), only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources that can provide the above mentioned requirement are encouraged to indentify themselves, give written notification to the Contract Specialist, and provide supporting evidence with sufficient detail to demonstrate the ability to comply with the requirement to the Contract Specialist within two (2) calendar days after the date of publication. Those organizations submitting quotes shall address the cost of the subscription service and description of the product. The final determination by the information provided is solely within the discretion of the government. If no responses are received, USDA will proceed with awarding a fixed-price contract to Kingsman. All responsible sources will be given full consideration. Only written responses will be considered.
