THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to enter into a contract with Growth Curves USA, herein referred to as Contractor, for Bioscreen C Kit. The anticipated award date is on or about March 26, 2013. Market Research and a FBO Sources Sought posting (AG-6125-SS-13-0002) yields there is only one source capable of producing the required equipment.

The statutory authority for this sole source procurement is 41 U.S.C. 253(c)(1) and FAR 6.302-1(a)(2).

This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responsible sources received within four days of this posting. Written responses to this synopsis shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement.
