NOTICE OF INTENT
Battle Management Directorate, AFLCMC/HBN, Foreign Military Sales Division, Hanscom AFB, MA intends to negotiate an FMS modification to contract FA8707-11-C-0016 (RSAF CETS III) on a sole source basis with Abacus Technology Corporation, 5454 Wisconsin Ave., STE 1100, Chevy Chase, MD 20815-6925 to add nine (9) Designated Manning Unique positions to assist the Royal Saudi Air Force (RSAF) in the Kingdom of Saudi Arabia in the implementation of the F-15SA to include ground support with computer and com support for the program. The positions will assist the RSAF in specified systems management, design upgrades, installation, integration, testing, training, operation and maintenance. The positions as also required to perform system software analysis, software engineering, development and maintenance of complex real time command and control software systems. The position description titles are: Data Center Infrastructure Engineer, Data Center Network/Storage Engineer, Senior Project Manager, IDM Information Security Analyst, Secure Comm Advisor, Solutions Architect, Solutions Architect, Configuration Management Consultant, and Remedy ITSM Application Administrator.
The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 and DFAR 206.302-1(a)(2)(i)(3), only one responsible source and no other supplies or services will satisfy agency requirements, and the contract is related to improvement of equipment that is in development or production. Abacus Technology Corporation is the only known contractor, results from the most recent Source Selection performed in June 2011, with the requisite knowledge and experience and currently on contract that is positioned to fulfill this Designated Manning Unique positions requirement of the RSAF. A 01 May 2013 modification award date is anticipated to enable the RSAF to utilize these positions in implementation of the F-15SA PROGRAM. This requirement was established and is to be funded by Letter of Offer and Agreement FMS Case SR-D-SAO, Line 32.
The estimated period of performance for this acquisition is 16 months, which as of 01 May 2013 will coincide with the current CETS III contract period of performance. A J&A for other than full and open competition is being processed for this modification to be authorized. The estimated cost for this FFP modification which will include labor, transportation, housing, and dependent schooling is NTE $4,800,000.00.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can define and identify interest and capability to respond to this requirement. Responses must be received by 5:00 PM Eastern Time on 13 March 2013. The applicable NAICS code for this requirement is: 541330 Engineering Services. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
