The FBI Laboratory Division (LD), Terrorist Explosive Device Analytical Center (TEDAC), Scientific Analysis Unit (SAU), Explosives Chemistry, has a need to procure the Thermo Integrion RFIC with AS-AP for Anions Ion Chromatography system. This equipment is required to perform the chemical analysis of explosives and explosive residues of Improvised Explosive Devices (IEDs) from around the worlds. This system is an essential part of the unit's mission to analyze explosives, and it is already in use at the FBI Laboratory in Quantico, VA and in Huntsville, AL. A duplicate system is now required to ensure a timely turnaround for casework, to provide back-up in case of catastrophic failure, and to avoid disruption of the flow of casework. Since a duplicate system is already in place at Quantico, it is also logical to have the duplicate system in Huntsville.
Market research has determined that the SAU's requirements can only be met by the Thermo Integrion RFIC with AS-AP for Anions Ion Chromatography system, which is manufactured by Thermo Electron North America, LLC.
This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, 4 August 2016, by e-mail to the attention of Eliana York, Contracting Officer, at [email protected]. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
A Justification and Approval (J&A) supporting this procurement is available upon request.
Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
