This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation W912CN-17-Q-0007 is issued as a request for quotation (RFQ).
The opportunity for attendance of a site visit is included in this solicitation.

Interested vendors must contact these individuals in advance and provide the names of all attendees in order to secure the required access. The approved attendees will meet at the Physical Security Office (DES Area) at Wheeler Army Airfield, Building 107, 3rd floor. At that time, they will be transported to three (3) sample sites: Sensitive Compartmented Information Facility (SCIF), Arms room, and Army Air Force Exchange Service (AAFES).
No questions will be answered during the site visit. However, questions may be submitted by COB Tuesday June 13, 2017 and answers will be provided to all offerors in an amendment to the solicitation.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94.
The associated NAICS code is 561621 and small business size standard is $20.5 million
The CLINs are contained in the attached document, which represents a base year plus four (4) option years. The performance periods are anticipated to be the following:
Base Period: 3 July 2017 thru 2 July 2018
Option One: 3 July 2018 thru 2 July 2019
Option Two: 3 July 2019 thru 2 July 2020
Option Three: 3 July 2020 thru 2 July 2021
Option Four: 3 July 2021 thru 2 July 2022
The place of performance will be military installations throughout the islands of Oahu and Hawaii, Hawaii.

The provision at 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. Award will be made to the lowest priced offeror conforming to the solicitation. The following evaluation criteria apply.
