This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Rees Scientific, Inc., 1007 Whitehead Rd., Trenton, NJ 08638 to procure their installation and upgrade services for the existing Rees Scientific’s equipment monitoring and notification system to a more current stable platform which matches the new NIAID standard for equipment monitoring. New equipment shall be compatible with existing wiring and probes. Contractor shall validate system upon completion.
These specification is intended to describe an integrated Laboratory Equipment Monitoring system. Provide all materials, labor, equipment and services to deliver and install all work as described in this section, and on the contract drawings.
The system as described shall be installed, tested, and delivered to the NIH in first class condition. The system will include all required hardware, software, and wiring to accomplish the requirements of the specification and contract drawings.
All materials furnished will be new and of the latest design available from Rees Scientific, who is engaged in the manufacture and sale of Centralized Laboratory Equipment monitoring systems.
The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
