NASA/KSC has a requirement for two (2) insulated liquid helium (LHe) cargo tankers for use at KSC and Cape Canaveral Space Force Station.

NASA/KSC intends to issue a sole source contract award to acquire the items from Gardner Cryogenics under the authority FAR 6.302.  It has been determined that Gardner Cryogenics is the sole provider of insulated liquid helium (LHe) cargo tankers that meet NASA-KSC specifications and no other type of insulated liquid helium (LHe) cargo tankers will satisfy agency requirements.

The Government intends to acquire the commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jennifer Thompson, Contracting Officer, [email protected] not later than 1:00 p.m. Eastern Standard Time on July 13, 2021.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis.  A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
