The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a Firm Fixed Price, Sole Source SAP contract to General Dynamics Information Technology (GDIT). Current IDIQ contract N00189-04-D-0004 awarded in 2003 to General Dynamics Information Technology (GDIT) is a contractual vehicle by which the contractor performs design, engineering, assembly, integration, installation, documentation, testing, maintenance, repair, training, and logistical support of SSTD Systems including Torpedo Warning System (TWS) and AN/SLQ-25 Nixie for NUWCDIVNPT Code 8542. The work is required on surface ships and falls under the requirements of NON-SUBSAFE specializations. Contract N00189-04-D-0004 expired 30 September 2014. There is a follow-on contract for same or similar services in process but because of delays and other extenuating circumstances, the new contract vehicle will not be awarded in time to facilitate a seamless transition. In order to preclude any work stoppages and severe impacts to TWS installations critical schedules Fleet Deployment Schedules, Fleet Readiness and Warfighting Capabilities, a 45 day sole source SAP contract to GDIT is required for a continuation of work to proceed as needed until the follow on contract can be awarded. These services are essential. The NAICS is 541330; size standard is $38.5 million. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
