The Naval Air Systems Command (NAVAIR), PMA-271 (Airborne Strategic Command, Control and Communications) Program Office intends to award a sole source contract to United Technologies Corporation (Pratt & Whitney), 400 Main St. East Hartford, CT. 06118-1873, for the procurement of installation services to support the E-6B Mercury Auxiliary Power Unit (APU) upgrade effort. Installation and sustaining support will encompass all 16 E-6B aircraft and associated trainers.
The Government intends to negotiate this procurement pursuant to the authority provided in 10 U.S.C 2304(c)(1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1, whereby the supplies and services required are available form only one responsible source and no other type of supplies or services will satisfy agency requirements. Under the proposed effort, Pratt & Whitney will supply the United States Navy with installation support, project engineering and associated engineering support.
Pratt & Whitney is the sole designer, developer and manufacturer of the APU and is the only contractor with the necessary technical data required to perform these services.
Utilization of Pratt & Whiney to provide APU installation, sustainment support and depot activation support allows for the APU overhaul, repair and test workload to transition to an organic approach.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement.
The Government will consider all information received by 19 February 2019, 1600 EST.
A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
The Government will not pay for any information received.
