This Sources Sought Notice is issued to identify U.S. small business concerns having an interest in and capability to provide the products and services described below.
REQUIRED PRODUCTS AND SERVICES
The preponderance of this requirement falls under NAICS code 326211.
The Government expects multiple points of delivery throughout Colombia, including, but not limited to: Barranquilla, Bogota, Buenaventura, Cartagena, and Medellin. Additional delivery locations, including in isolated and potentially dangerous environments, may be required. The selected vendor will be solely responsible for all associated logistics.
The Government expects the need to purchase tires for the vehicles / equipment described in Attachment 1. The list of vehicles / equipment is not exhaustive and is subject to change. The Government also expects to purchase, where applicable, the following: Oil filters, primary and secondary air filters, cabin air filters, fuel filters, transmission filters, hydraulic and water hoses, windshield wiper blades, batteries, and miscellaneous spare parts.
NAICS 326211 - Tire Manufacturing (except Retreading)
Applicable Size Standard: 1,500 employees. Refer also to footnote 5 of the SBA's Table of Small Business Size Standards.
NAICS 336390 - Other Motor Vehicle Parts Manufacturing
Applicable Size Standard: 1,000 employees
NON-MANUFACTURER RULE
The Department is not aware of available non-manufacturer rule (NMR) class waivers that cover the required supplies. As such, any U.S. small business non-manufacturer would need to comply with the requirements of the NMR.
In accordance with FAR 19.102(f), the applicable size standard for a "nonmanufacturer" is 500 employees.

This notice is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB) or a commitment on the part of the government to conduct a solicitation in the future. All information provided is strictly voluntary and no reimbursement will be made for any costs associated with providing a response to this notice. Further, the US Department of State offers no assurance that any solicitation will result from it.
Any information submitted will become the property of the Government and will not be returned. Proprietary information, if any, should be minimized and must be clearly marked.

Responses to this Sources Sought Notice will be utilized by the Government to determine the availability of firms capable of meeting DOS requirements. Responses will also be considered in selecting the appropriate acquisition strategy, to include determining the appropriateness of setting aside this acquisition for U.S. small business concerns.
Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Responses providing partial information may not be considered by the Government.
