Scope of Work The consulting firm shall perform the following tasks: 1. Meet with Agency staff in a project kick-off meeting to review program tasks, schedule, existing documents and data, and address questions and data needs, and visit the proposed project sites. 2. Prepare for and conduct regular scheduled meetings with Agency staff to review progress and address issues. Prepare and provide minutes to Agency for review and for the files for all project-related meetings with Agency staff and outside entities. Assume an average one- to two-hour meeting every two weeks over a 5-month period. 3. Prepare the first draft of the IS and MND for review by Agency staff. 4. Incorporate Agency staff comments on the first draft. 5. Prepare the second draft of the IS and MND for review by Agency staff. 6. Incorporate Agency staff comments on the second draft. 7. If an MMRP is required per CEQA, complete a first draft and submit to Agency for review. 8. Incorporate Agency staff comments on the first draft MMRP and prepare the proposed final MMRP for review. 9. Prepare the proposed Final IS, MND and MMRP for public review. 10. Prepare and Publish the Notice of Availability of the proposed IS, MND and MMRP for the project necessary to satisfy the latest requirements of CEQA. The publication will include that a 30 day public comment has started and the date of the CLWA Board of Directors Hearing to consider adoption of the MND. 11. Review comments submitted and prepare the proposed final IS, MND and MMRP and administrative record in consultation with CLWA staff. Include in this process additional consultation with federal and state agencies if endangered species or habitat are identified. 12. Attend the CLWA Board of Directors Hearing where it will consider adopting the proposed final IS, MND and MMRP. Respond to Board and Public comment if requested by CLWA. Revise documents if directed. 13. Publish the Notice of Determination with the Los Angeles County Clerk’s Office and the State CEQA Clearinghouse in a timely manner to comply with CEQA’s statute of limitations requirements. 14. Provide five (5) copies of each draft (one additional electronic copy on a memory device) for Agency review and comments. Provide five (5) copies of final documents and one copy on a memory device.
