The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for Initial and Recurrent Bell 429 Pilot Training for employee's of the Federal Aviation Administration (FAA). The FAA contemplates award of an Indefinite Delivery/Requirements type contracts with 1-year base period and two, 1-year option periods. The award will be made to the vendor with the lowest priced technically acceptable proposal. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING SPECIALIST. CONTACT INFORMATION BELOW. If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of Jason McLaughlin, Contract Specialist (AAQ-731), via e-mail at [email protected]. Technical and cost proposals must be received by the FAA, Bid and Proposal Office (AAQ-710) Room 313, 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169, no later than 1:00 P.M. CST, July 18, 2014. Hand-carried proposals (or proposals sent by overnight delivery) shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: SIR No. DTFAAC-14-R-04692; due 1:00 P.M. CST, July 18, 2014. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 1:00 p.m. CST, July 18, 2014, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
