This notice is a combined Synopsis/Solicitation Request for Quote for commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued for the solicitation number NICHD-RFQ-18-080-VG The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-98, effective January 19, 2017. This acquisition is a commercial service and will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code is 511210- Ingenuity Variant Analysis 500 renew with a size standard of $38,500.000.00. The acquisition has been prepared by the National Institute of Child Health and Development (NICHD), in support of the work of the National Institute of Diabetes, Digestive, and Kidney Disease (NIDDK). NIDDK has a requirement for Continue 500 sample plan, Ingenuity Variant Analysis bioinformatics software at the National Institute of Health, National Institute of Diabetes and Digestive Kidney, Phoenix Institute of Health in Phoenix, Arizona. In accordance to FAR 52.212-2 Evaluation - Commercial Items the Government will award a firm-fixed price contract for these services resulting from this solicitation to the responsible offeror whose offering conforming to the solicitation will be most advantageous to the Government, price and other non-price factors considered.

BACKGROUND
Ingenuity Variant Analysis is a bioinformatics package that we will use to further process our 460 whole genome data samples. Ingenuity will give us access to their product for one year from activation, which will give us a bioinformatics tool to obtain biological interpretation of the 460 human whole genome data samples. This includes uploading our Whole Genome Sequence from 460 samples to our private cloud, where we will have access to various analyses, including confidence, common variants, predicted deleterious, genetic analysis, statistical association, and biological context such as genetic pathways. These variants can then be linked to Biology using Ingenuity Knowledge Base. This whole genome sequence data will be aligned and will generate called Variants Files.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within fifteen days from the date of publication of this synopsis may be considered by the Government.

The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The factors used to evaluate offers are (1) technical capability to provide all services/consumables, etc. outline above (2) price; and (3) past performance. Technical and past performance, when combined, are significantly more important than cost or price. - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
