Title: Ingenuity Pathways Analysis (IPA) Software License
The Centers for Disease Control and Prevention (CDC) and the National Institute for Occupational Safety and Health (NIOSH), Biostatistics and Epidemiology Branch, Health Effects Laboratory Division intends to award a sole source firm fixed price purchase order to Ingenuity Systems, Inc. 1700 Seaport Blvd, Redwood City, CA 94063-5571 to renew and upgrade its license for Ingenuity Pathways Analysis (IPA) Software. The purchase order will include a base year with 4 options years if funds are available.
Investigators at the Centers for Disease Control and Prevention, and the National Institute for Occupational Safety and Health have a requirement to renew and upgrade its license for Ingenuity Pathways Analysis (IPA) software. The IPA software program allows researchers to access information available from the Ingenuity Knowledge Base, a database of genes, proteins, cells, etc. The Ingenuity Pathways Analysis software has the following salient characteristics: "Accesses the Ingenuity Knowledge Base data". The Advanced Analytics program adds to the functionality of the pathway analysis core in Ingenuity with two packages that perform specific functions. The BioPofiler will identify genes that are causally relevant to a disease or phenotype with potential targets of toxicity, and will prioritize genes and compounds by their specific relationships with diseases, phenotypes and biological functions. The Causal Network Analysis package generates plausible regulatory networks that may explain gene expression changes in our datasets. These networks identify upstream and downstream regulators that control smaller networks, and do not require all the molecules to have a direct connection to the dataset. This package will also generate visual networks that can be incorporated into manuscripts.
This contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C 2304(c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
The notice of intent is not a request for competitive quotations; however, all quotations/responses received within (15) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
