The 27th Special Operations Contracting Squadron at Cannon AFB NM intends to award a Sole Source purchase order to Alloy Surfaces Co. Inc., for Line Item 0001: Infrared Marker Device - CPM. This award is restricted to Alloy Surfaces Co. Inc., and is under North American Industry Classification System Code 325998 with a small business size standard of 500. This sole source action is being accomplished under the authority of FAR, 6.302-1(a)(2); When the supplies or services required by the agency are available from only one responsible source, or, for DOD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. and 13.501(a)(1)(iii); Make publicly available the justifications (excluding brand name) required by 6.305(a) within 14 days after contract award or in the case of unusual and compelling urgency within 30 days after contract award, in accordance with 6.305 procedures at paragraphs (b), (d), (e), and (f). The government believes that Infrared Marker Device - CPM is a patented and proprietary commercial product that can only be acquired through Alloy Surfaces Co. Inc., and no other products are available that can support the 27 SOG with Omni-Directional infrared signature, has 15+ miles visibility, and environmentally friendly. This notice is NOT a request for quote, however, interested companies shall submit to the contracting officer a brief capabilities statement package (no more than 10 pages in length, single spaced, and 12 point font minimum) demonstrating ability to perform the requested services at or before 1:00 PM (Mountain), 25 August, 2011. Any information received will only be considered for the purpose of conducting a competitive procurement. The contract award number is FA4855-11-P-0054 and is below the Simplified Acquisition Threshold. A firm-fixed price order will be issued in writing. Anticipated award is 29 August, 2011.
