The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau (BBG/IBB), intends to negotiate and award a non-competitive contract with Radyne Corporation (Radyne), 3138 E. Elwood Street, Phoenix, AZ. The contract will require Radyne to provide new DMD-20 Universal Satellite Modems (DMD-20) The DMD-20 is currently used throughout the Agencyâs Satellite Interconnect System (SIS). The authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 41 U.S.C. 253(c)(1), âWhen the supplies or services required by the agency are available from only one responsible sourceâ and No Other Supplies or Services Will Satisfy Agency Requirements. For this procurement, Radyne is the only firm known who is experienced and capable of providing the required Radyne DMD-20 Universal Satellite Modems. The DMD-20 has been standardized for use worldwide to simplify training, acquisition of spare parts, and to insure compatibility with the existing satellite networks and associated systems. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit documentation in sufficient detail to allow for an evaluation without the need for the firm to make additional submissions on their capability and demonstrated experience in meeting this requirement.
