The Federal Communications Commission (FCC) intends to purchase a sole source subscription with Informa UK Ltd, Sheepen Pl Colchester Essex, CO3 3LP GBR, for World Cellular Information Service (WCIS), World Cellular Handset Tracker (WCHT) and World Cellular Data Metrics (WCDM). The proposed effort will provide the FCC's Wireless Telecommunication Bureau with access to its data that provides tracking and analysis of mobile data. WCHT provides data that regularly tracks global mobile handset availability across all vendors in 22 key countries. The data is published every quarter. The WCDM tracks mobile data usage and take-up, and contains information on data as % of revenue, non-SMS data as % of data revenue, mobile data subscriber numbers, mobile data deployments, MMS deployment, MMS and SMS traffic volumes. The period of performance for this effort is one base year beginning August 30, 2012 thru August 29, 2013, and may include up to four (4) one (1) year option periods, for a potential 5 year period of performance.

This notice of intent is not a request for proposals or quotations. The authority for negotiating a sole source bases is made under 41 U.S.C. 253 (c)(1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. The North American Industry Classification System (NAICS) Code is 519130. Any challenges to this sole source requirement must be received by June 13, 2012 NO later than 3:00pm Washington D.C. local time, in writing, and sent to [email protected] to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government's to determine that its needs as stated herein shall be met. A statement by a potential vendor without relevant supporting documentation, that it can provide this data, shall not be considered sufficient to determine the Government's needs shall be met. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. If the FCC identifies no other capable sources by 3:00p.m Washington D.C. local time on June 13, 2012, the FCC will issue a Firm-Fixed Price Purchase Order to Informa UK Ltd.
