The Federal Emergency Agency (FEMA), located at the Mt. Weather Emergency Operations Center (MWEOC), Mt. Weather, VA 20135-2006, intends to negotiate with INFOR Global Solutions, Inc. for on site training to be conducted by INFOR personnel to train approximately 300 users on software training between the current version of 8.5 to the new version of 11.1.  The training will include new features that management will be able to view for future planning of INFOR.  A justification for other than full and open competition, simplified acquisition, has been prepared and is attached to this notice.  INFOR is the manufacturer of this software and is the sole source in the United States and Canada of the sotware and owns all proprietary rights thereto.  This training is considered to be a commercial service in accordance with FAR Part 12.1.  In accordance with FAR 5.2, this announcement is for informaiton purposes only.  All inquiries and concerns must be addressed in writing via this e-mail link above within ten (10) calendar days from the date of publication of this announcement.  Any response must show clear and convincing evidence the responder can meet the requirements listed herein and that competition would be advantageous to the Government.  Informaiton received would be solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
