NOTICE OF INTENT TO LIMITED SOURCE: The Centers for Disease Control and Prevention (CDC), National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention (NCHHSTP), Division of HIV/AIDS Prevention (DHAP), Epidemiology Branch (EB), is contemplating the award of four contracts on a limited source basis to Cerner Corporation, Kansas City, MO; Minneapolis Medical Research Foundation, Minneapolis, MN; The Miriam Hospital/Lifespan, Providence, RI; and Washington University, St. Louis, MO, for the participation in the sub-study research project entitled, "Influenza Viral Shedding Among HIV-Infected Persons." The study requires the contractors to conduct surveillance for influenza-like illness among their patients, evaluate persons with influenza-like illness for influenza, enroll and consent persons with influenza, and collect data and serial specimens from all participants. Because of the urgent need to be ready to implement this sub-study for the next influenza season, it is most effective and efficient to access the use of the longitudinal patient cohort studied (approximately 700 patients) under the research study entitled, "Study to Understand the Natural History of HIV/AIDS in the Era of Effective Therapy (The "SUN Study")." Furthermore, the SUN study sites have existing infrastructure to collect, store, transport, and analyze the specimens. CDC intends to negotiate this requirement under the authority of FAR 6.302-1 and HHSAR 306.302-1. NAICS code of 541720 is applicable. The anticipated performance period is nine months. Specifically, the Contractors shall perform the following tasks in this project:

Task 1.00: Performance of Specific Study-Related Activities
Subtask 1.01: Human Subjects Approval
Subtask 1.02: Conduct Influenza-like Illness (ILI) Surveillance and Evaluate Persons with (ILI) for Influenza
Subtask 1.03: Specimen Collection and Shipping
Subtask 1.04: Data Collection
Task 2.00: Software License for a Computerized Application for ILI Surveillance
Task 3.00: Site Investigator Teleconference Calls
Task 4.00: Laboratory Testing for Entire Study
Task 5.00: Monthly progress reports

All presentations and publications from data analyses under the contracts may be restricted. All data generated under the contracts is the property of CDC.

This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement.
