This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-14-065 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-75. The North American Industry Classification (NAICS) Code is 423450and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Tecan U.S. - 940 Glove Center Drive - Suite 140 - Morrisville, NC 27540 the following:

Automated microplate reader for UV and VIS Absorbance, Fluorescence Intensity Top Read with Time-Resolved Fluorescence, Fluorescence Resonance Energy Transfer, Homogenous Time-Resolved Fluorescence, Fluorescence Bottom Read, Fluorescence polarization, Luminescence includes dual color and luminescence scanning, First Injector and Second Injector, Magellan Software, TeCare Check and Installation and Start-up Training. Available features include full range absorbance and excitation/emission Spectral Recording, Fluorescence Top and Bottom Read capability, automated Wavelength Calibration, Z-Height Focusing, Well Scanning mode, heated Incubation to 42ºC, linear, orbital and double orbital shaking in 6 speeds. Accommodates 6, 12,24,48,96, 384 and 1536 well plate formats. Includes ability to measure wavelength range of in tunable 1nm increments with software selectable variable bandwidth. Includes i-Control software package for instrument control, spectral scanning, creation of new plate definition files, etc. via MS Excel interface. No Filters Required.
The fluorescence plate reader will be used for a variety of fluorescence-based assays using FRET, fluorescence polarization etc. with membrane proteins reconstituted in liposomes. The lab personnel at the NICHD have extensively used this exact Tecan model in another location and have tested out different manufacturers system and decided to go with the Tecan. The lab is very satisfied with the Tecan model, both in terms of software and hardware. The M1000 offers QUAD 4 monochromators, offers Z Focusing and adjustable flash lamp for high speed and high sensitivity mode, measure 4 wells in parallel simultaneously in absorbance mode, among other things. Also, the M1000 offers linear, orbital and double orbital shaking and a cuvette adapter for measuring up to 4 cuvettes. The M1000 also has variable bandwidth, 230nm - 310nm bandwidth variable in 0.5nm increments and from 31-850nm variable in 1nm increments.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements.
The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
