The 746 Test Squadron (746 TS), Holloman AFB NM is contemplating a sole-source, cost-plus Fixed Fee (CPFF) contract to Honeywell Inc., 13350 US Hwy 19 North, Clearwater FL 33764. The purpose of this effort is to provide technical support in testing Honeywell's highly specialized inertial instruments. Testing will be performed by the 746 TS on Honeywell manufactured Fiber Optic Gyros (FOG) and Resonating Beam Accelerometers (RBA). Honeywell will provide all necessary hardware and subject matter expertise to baseline the FOG and RBA units. This will enable Government-only test personnel to adequately plan, provision, conduct and analyze the test data.

The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.

The anticipated award date is 21 March 2013. The North American Industry Classification Systems (NAICS) Code for this effort is 541380. Size standard is $14M.

Honeywell is the Original Equipment Manufacturer (OEM) of the FOG and RBA assets. All proprietary designs and data rights are the property of Honeywell. Honeywell possesses the unique, specialized UUT hardware, support equipment expertise, and in-depth knowledge of the instruments' operation necessary provide the required test support and meet program requirements.

An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
