INTRODUCTION:

The U.S. Space Force - Space Systems Command (SSC) Program Executive Office for Military Communication and Position Navigation & Timing (PEO CG) is issuing this Industry Day Announcement on behalf of the Narrowband Satellite Communication Acquisition Delta (CGN), as a means of notifying potential sources of the Government's upcoming acquisition plans for MUOS SLE.

EVENT:

Title: MUOS Service Life Extension (SLE) Industry Day
Audience: Interested vendors in competing for the procurement contract for the MUOS Satellite Vehicles 6 & 7.
When: 29 September 2022, 0800-1600 PDT

OVERVIEW:

In a 2020 Acquisition Decision Memorandum, Secretary of the Navy, Mr. Geurts and Secretary of the Air Force, Dr. Roper, endorsed the now Narrowband SATCOM Acquisition Delta (CGN) of Space Systems Command, to complete pre-acquisition activities for the SLE effort. That work is coming to closure with the directed intent to acquire two replacement satellites to replenish the existing 4-ball geosynchronous satellite constellation to continue MUOS operations beyond the original service life. The new satellites, MUOS SV6 and SV7, will extend the life WCDMA communication services, using the same WCDMA frequencies, beams, Radio Access Facilities, and radio user interfaces. MUOS SV6 and SV7 will meet or exceed the current system performance requirements and have compatible interfaces to ensure seamless integration with the MUOS ground systems and continuity of operations with current and planned DoD WCDMA radio terminals. 

The Government intends to acquire MUOS SV6 and SV7 in two contracting phases: Phase 1 is an Early Satellite Design and Risk Reduction phase. Phase 2 will be a Final Satellite Design, Production and Launch Phase.  

In July of 2022, Mr. Calvelli, the Assistant Secretary of the Air Force for Space Acquisition and Integration Secretary, approved this MUOS SLE Acquisition Strategy and directed CGN to complete Early Satellite Design and Risk Reduction (Phase 1) activities.  

This Industry Day is to introduce the Full-and-Open contract opportunity for Phase 1, under the construct of a Not-To-Exceed Firm-Fixed-Price contract with award available for up to two vendors. The Government intends to release a draft Request For Proposal (RFP) for Industry review and comment early in 1QFY23, followed by a final RFP in 2QFY23.

More detailed information and requests for prospective Vendor will be discussed at Industry Day. Industry Day will be UNCLASS / FOUO – CUI.

ATTENDANCE:

Vendors with an active CAGE Code who develop applicable products and technology. Representatives should be technically knowledgeable and have a firm understanding of the direction of both Industry and DoD policy as well as familiarity with their company's offerings in the communication satellite market. 
Industry Day Goals:
* Align DoD goals with Industry capabilites, knowledge, and experience. 
* Incorporate Indsutry comments into the contract development process
* Communicate basic MUOS SLE requirements to Industry
* Gain a better underestanding of recent applicable Industry developments
* Communicate to Industry on the future acquition schedule and security requirements
