The Naval Air Systems Command has a requirement for an engineering change to incorporate AN/ALQ-214(V)4 and AN/ALQ-214(V)5 into the F/A-18 C/D/E/F aircraft. The change will require the design and construction of Retrofit kits for out of production aircraft and updates to all subsequent production aircraft. Raytheon, the sole producer and owner of the AN/ALQ-214(V)3 design, along with The Boeing Company, the prime contractor for the production F/A-18 aircraft, were awarded the original production contracts. The Government intends to negotiate on a sole source basis and award a firm fixed price type contract to each contractor for their respective roles.
This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must be registered in the Central Contractor Registry (CCR) Database to be eligible for contract award or payment from any DoD activity. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government.
