The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source, with Clarivate Analytics, Philadelphia, PA for the purpose of for renewing on-line subscription service to the InCites customized, citation-based research evaluation tool. This is a sole source inasmuch as the content of the InCites database is uniquely produced and is the intellectual property of Clarivate Analytics. The content is not available online through any other interface or vendor. Clarivate Analytics is the owner of all rights, title and copyright to the materials contained within the repository and is the only vendor with the legal rights to publish and distribute the materials worldwide.
A fixed price purchase order to access the database will be negotiated and issued on or about 8 Sep 2017 for a 1-yr. base period + (4) 1-yr. option periods.
No solicitation package will be issued. This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to [email protected]. The government will consider responses received by 5:00PM, EST, 31 May 2017. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This Notice of Intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
