Description
The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) , Division for Heart Disease and Stroke Prevention (DHDSP) intends to negotiate a sole source contract with IMS Government Solutions, 1258 DeKalb Ave NE Suite #118, Atlanta, GA 30307, to apply surveillance questions provided by DHDSP to their appropriate data assets and supply the DHDSP with stratified national, 50 state and District of Columbia, and 10 Metropolitan Statistical Area (MSA) AHM and other cardiovascular disease-related prescription fill trend data on a quarterly basis for the full year of 2015.
IMS is the leading provider of information, services, and technology for the healthcare industry. It maintains multiple prescription data assets, including the IMS Rx Factory, a proprietary dataset that measures the outflow of prescriptions from retail pharmacies, mail service houses, and long-term care facilities to consumers. IMS maintains one of the world's largest health-specific data centers that process more than 165 billion records monthly, including those received from nearly 30,000 data suppliers globally. This organization uses data collected from these sources to accurately project national and regional estimates and can stratify the estimates by multiple factors, including payer and prescriber types. IMS data asset has previously been used by the CDC to effectively describe the geographic distribution of antibiotic use by age, sex, medication type, and prescribing provider type during 2005-2010. These projections and stratifications cannot be achieved using other vendors' data. The CDC believes that IMS is the only vendor who can provide DHDSP with near real-time quarterly anti-hypertensive medication prescription estimates at the national and regional level. Additionally, they are the only vendor who can provide these national and regional estimates stratified by multiple factors, including: patient age and sex; medication class; prescriber and payer type; brand versus generic type; new or refill; size and strength of prescription; and copay and total costs.
The use of other than full and open competition for this acquisition is conducted under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulations, Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a Capability Statement demonstrating their abilities to meet this requirement.
