The United States Agency for International Development (USAID) is seeking proposals to provide technical assistance and support to USAID/Mexico’s Office of Governance, Human Rights, and Citizen Security for their Improving Effectiveness of State-Level Justice Institutions in Mexico Activity. This approximately $25 to $32 Million activity will be for a base period of five years. The Contractor must select a minimum of six of the following targeted states to focus its efforts:  Chihuahua, Coahuila, Guanajuato, Hidalgo, Jalisco, Nayarit, Nuevo Leon, Oaxaca, Querétaro, San Luis Potosi, Sonora, Tabasco, Veracruz, and Zacatecas.  Activities in the majority of selected states must cover the capital city judicial district plus at least one other judicial district, and can be simultaneous or sequential so long as there is time to achieve at least a minimum level of sustainability in the last judicial districts covered.
