The Naval Air Systems Command intends to award a Firm Fixed Price (FFP) Contract on a sole source basis with Raytheon, Goleta, CA. This effort will include all labor and materials required to retrofit IMPLCs to incorporate the ALE-55 Compatibility Engineering Change Proposal (ECP). This effort will include one (1) base year plus four (4) option years to be structured as follows: Base Year - requirement for retrofit of approximately 182 USN IMPLCs. Option Year 1 - retrofit of approximately 216 USN IMPLCs. Option Year 2 - retrofit of approximately 182 USN IMPLCs. Option Year 3 - retrofit of approximately 27 USAF IMPLCs. Option Year 4 - retrofit of approximately 175 RAAF IMPLCs. This action is being awarded on a sole source basis to Raytheon in accordance with FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;” because they are the only qualified source which possesses the detailed knowledge of the IMPLC design to allow them to perform these efforts in a timely and cost effective manner.
