The Naval Air Systems Command (NAVAIR) plans to issue a delivery order under Basic Ordering Agreement (BOA) number N00019-05-G-0022 to Simmonds Precision Products (D.B.A Goodrich Fuel and Utility Systems), Inc (Goodrich) for Non-Recurring Engineering (NRE) changes to the software associated with the Integrated Maintenance Diagnostic Health Usage Monitoring Systems (IMD HUMS) to give the manufacturer and the maintainer the ability to quickly track and balance the rotor system prior to flight. This requirement will be procured in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agencyââ¬â¢s requirements. Goodrich is the sole designer, developer and sole producer of the IMD HUMS system and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics necessary to repair the aforementioned parts.
