The Naval Air Systems Command (NAVAIR) plans to issue a modification to Contract Number N00019-06-C-0128 to Simmonds Precision Products (D.B.A Goodrich Fuel and Utility Systems), Inc. (Goodrich) for the acquisition of Mechanical Diagnostic Analysis Toolset (MDAT) Site License. This requirement will be procured in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency’s requirements. Goodrich is the sole designer, developer and producer of the IMD HUMS Systems and is the only known source that possesses the MDAT software used for in-depth engineering evaluation of stat accumulated by the Goodrich HUMS systems.
