The Naval Air Systems Command (NAVAIR) plans to issue a contract to Simmonds Precision Product (doing business as UTC Aerospace Systems) for the acquisition of Integrated Maintenance Diagnostics/Health and Usage Monitoring System (IMD HUMS) in support of the UH-1Y Utility and AH-1Z Attack Helicopter. This procurement will be for Lot 12 Kits with individual Options for Lot 13, Lot 14, Lot 15, and Lot 16 Kits. This requirement will be procured in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency's requirements. UTAS is the sole source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics necessary to provide the IMD HUMS kits.
