The Naval Air Systems Command (NAVAIR) plans to issue a follow on contract to Simmonds Precision Product (Goodrich), Inc. (doing business as Goodrich Fuel & Utilities Systems) for the acquisition of Integrated Maintenance Diagnostics/Health and Usage Monitoring System (IMD HUMS) in support of the UH-1Y Utility and AH-1Z Attack helicopter. This procurement will be a three year contract with one base year and two option years covering Lots 6 (estimated 20 kits), Lot 7 (estimated 30 Kits) and Lot 8 (estimated 30 kits) aircrafts. This requirement will be procured in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agencyââ¬â¢s requirements. Goodrich is the sole designer, developer and sole producer of the IMD HUMS kits and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics necessary to provide the IMD HUMS kits.
