The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to negotiate and award a purchase order on a noncompetitive basis to Amnis Corporation, a division of EMD Millipore, 645 Elliot Avenue, Suite 100, Seattle, WA, 98119, for a service agreement for the existing Government-owned ImageStreamX imaging flow cytometer for the Flow Cytometry Core Facility (FCCF) used by NINDS. The period of performance is 12 months.

The National Institute of Neurological Disorders and Stroke (NINDS) has a requirement for a service agreement for the Government-owned ImageStreamX imaging flow cytometer for the Flow Cytometry Core Facility (FCCF) used by NINDS. NINDS continues to require this service agreement so that the existing ImageStreamX imaging flow cytometer is properly maintained for continued usage. This instrument supports over 120 basic and clinical research projects at NINDS and other Intramural Research Programs (IRP) at the National Institutes of Health in Bethesda, Maryland.

The service agreement for the ImageStreamX imaging flow cytometer includes the following:

1. Two preventative maintenance visits per year.
2. Guaranteed phone support within one business day, and on-site coverage within three business days.
3. All parts covered for failure other than misuse
4. All Scientific, Software, and Service Labor covered for on-site, phone, remote computer connection and email support.
5. All software releases to IDEAS and INSPIRE included free of charge during the coverage interval.
6. Training registration fees waived for two course attendees per year for any Amnis-offered training. Half price registration for all additional course attendees.
7. All SpeedBead reagents are supplied free of charge on a quarterly basis.

The ImageStreamX imaging flow cytometer is a proprietary product of Amnis Corporation, a division of EMD Millipore. Amnis Corporation is the sole manufacturer of the ImageStreamX imaging flow cytometer and its replacement parts.

This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
