The 105th Airlift Wing intends to issue a sole-source procurement action with Mobilisa, Inc. of Port Townsend WA. for the procurement of the following item:

Purchase of two (2) ea IM2500 Rugged Handhelds, one (1) ea IM2504 Sentry Handheld Docking Station, one (1) ea IM2504B1 Sentry Handheld Quad Battery Charger, IM3300 Management Center Software Site License. Site Survey and design required by manufacturer to include One 3 hour train the trainer session, two 2 hour train the security officer session. 50 sets of security officer trainee material and two sets of trainer documentation, and 1 training DVD all provided by manufacturer. Three (3) year extended warranty. 36 month Defense Id subscription for tow devices.

The procurement of the following items will take place at the 105th Airlift Wing located in Newburgh NY. The authority cited is 10 U.S.C 2304(c) (1), FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy the Requirement. The reason for this determination is that a site survey was performed and it was determined that this product meets the total needs of the Security Forces needs and the current Item possesses a unique function or capability critical in the use of the item and not available from any other sources. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firm who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to meet the requirement and objectives as described above.

Interested parties must provide rationale as to why they should be considered. All interested firms must respond by Wednesday, Sept 14, 2011 10:00AM EST. Responses received will be evaluated; however, a determination by the Government not to complete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
