THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION.
The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Illumina, Inc., San Diego, CA 92121, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval.

This procurement is for the procurement of Illumina HiSeq SBS (Reagents). The following items are required for procurement of this requirement: 1) FC-401-4003-HiSeq SBS Kit v4 (250 Cycles), quantity of (2 each); 2) PE-401-4001-HiSeq PE Cluster Kit v4-cBot, quantity of (2 each);
3) PE-4024002-HiSeq Rapid PE Cluster Kit v2, quantity of
(14 each);4) FC-402-4021, HiSeq Rapid SBS Kit V2 (200 Cycle), quantity of (14 each).

These sequencing reagents are required for the continuity of research in the DIR Mechanisms of Genome Dynamics Laboratory at the NIEHS, in collaboration with the High Throughput Genome Sequencing Center at UNC Chapel Hill.

These sequencing reagents will be used by the UNC facility for sequencing whole-genome sequencing generated in the course of the on-going NIEHS-UNC collaborative projects. Reagents purchased by the NIEHS are used strictly for sequencing samples created at the NIEHS within collaboration with UNC, using the Illumina Genome Analyzer System HiSeq2000 and HiSeq 2500 run by UNC's collaborator. If requested reagents are not procured from Illumina, the manufacturer and sole distributor of these reagents, it will negatively impact the NIEHS Program's mission, because several ongoing projects cannot be accomplished. No alternative reagents can be used with the existing instrumental platform, due to the unique technology used in the Illumina Genome Analyzer HiSeq2000 and HiSeq2500 Systems. The use of Illumina platform is required to assure continuity of research within the labs in which considerable amounts of data have already been accumulated using Illumina sequencing. Ordering from another source would compromise experiments and compromise the integrity of data.

This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government.

A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Illumina, Inc. The NAICS Code/Size is 325998/500 EMP. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
