The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Illumina Inc., 9885 Towne Centre Drive, San Diego, California 92121-1975 to procure the following:

The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), the mission of the Center for Research on Genomics and Global Health (CRGGH) is to advance research into the role of culture, lifestyle, genetics and genomics in health disparities. CRGGH develops genetic epidemiology models and conduct population genetics research that explores the patterns and determinants of common complex diseases, such as Type 2 diabetes, hypertension and obesity in the US, Africa and China. CRGGH pays special attention to ways in which scientists document and describe the non-random pattern of human genetic variation and its link to disease risks in different populations. The HumanMethylation450 DNA Analysis BeadChip Kit will be used by CRGGH in collaboration with the Laboratory of Neurogenetics, National Institute on Aging, NIH. The kits will be used to conduct whole genome methylation analysis of DNA samples from our existing and ongoing studies. Conducting such whole genome study applications is a central part of the CRGGH mission.
Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-60 (July 26, 2012). This requirement is under the SAT of $150,000.00.
This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, August 29, 2012, 7:30 a.m., Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
