The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Illumina, Inc., San Diego, CA 92121, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval.

This procurement is for the procurement of Illumina Custom Oligo Assay Pool and GoldenGate Genotyping. The following items are required for procurement of this requirement:1) GT-17-110-Custom Oligo Assay Pool (OPA), quantity of (9 each); 2)GT-221-1111-GoldenGate Genotyping Universal-32, 384 plex Assay Kit with UDG, 576 samples, quantity of (1 each); 3)GT-221-1110-GoldenGate Genotyping Universal-32, 384 plex Assay Kit with UDG, 96 samples, quantity of (3 each).The Custom Oligo Assay Pools and GoldenGate Genotyping Universal-32, 384 plex Assay Kits with UDG will allow the lab to perform high-throughput analyses that are critical to completing on-going studies. The Custom Oligo Assay Pools create assays tailored directly to the need of the lab to target region genotyping or fine-mapping of candidate disease association regions. These arrays and reagents are proprietary to Illumina and are the only ones that can be used with the Illumina iScan System.

This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Illumina, Inc. The NAICS Code/Size is 325998/500 EMP. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
